Immigration Navigator

Chhaya seeks an Immigration Navigator at each of its offices—its main office in Jackson Heights, Queens and its Richmond Hill Center. The Immigration Navigator provides comprehensive prescreening and assistance for immigration services. In addition, the Immigration Navigator will provide referrals to various programs such as healthcare and city resources such as the IDNYC. The Navigator will also be responsible for hosting outreach and Know Your Rights events related to policies of concern to South Asian and Indo-Caribbean immigrant communities. ActionNYC is a citywide initiative aimed at providing free and safe immigration legal help through community-based organizations. The Immigration Navigator will engage in multi-faceted activities to access hard to reach communities in all boroughs to result in a greater number of families reached.


Chhaya’s ActionNYC program is currently part-time and based in Jackson Heights, Queens. The program will expand to full-time in Jackson Heights and full-time in Richmond Hill in January 2021. For the balance of 2020, the two Immigration Navigators will be responsible for sharing the ActionNYC responsibilities, creating awareness of the program in both neighborhoods, and assisting Chhaya with Covid-19 relief work.


The Immigration Navigators report to the Director of Economic Justice.

Key Responsibilities:
  • Conduct outreach to fill immigration legal services appointments and organize the appointment times
  • Pre-screen individuals for eligibility for immigration benefits and immigration services
  • Provide direct assistance to clients on various immigration applications for those prescreened as eligible
  • Monitor and follow up with clients on all completed immigration applications
  • Connect individuals to legal services and other benefits, including other Chhaya services, Medicaid, and IDNYC
  • Work with Director of Economic Justice to streamline and monitor program operations and services
  • Responsible for the day-to-day functioning of the program, including the management of case files
  • Participate in all relevant ActionNYC training; Immigration related trainings or entitlement related trainings
  • Outreach to ensure participation in all Chhaya-coordinated events or ActionNYC events, including but not limited to fairs, community events, street outreach, or conducting presentations
  • Work closely and under the case supervision of an Immigration attorney
  • Attend meetings on behalf of the agency regarding the ActionNYC grant and immigration-related advocacy
  • Other related tasks assigned as required by Chhaya
Temporary Responsibilities:

Between date of hire and expansion of ActionNYC program at Chhaya, the Immigration Navigator will also be responsible for the following:

  • Conduct outreach to community organizations and key community members in neighborhoods to increase awareness of Chhaya’s services and programs
    Study extensively on immigration topics by attending virtual training sessions provided by ActionNYC and other sources
  • Assist with various Covid-19 relief efforts as needed, including food distribution, advocacy efforts, and assisting with intake and outreach of other programs

Bachelor’s degree in social science or related field or minimum a High School degree with at least four years of direct social service experiences, particularly in low-income communities
Comfort communicating in Caribbean English and/or bilingual in English and a South Asian language (priority languages include Hindi, Nepali, Punjabi, Bengali, Urdu, and Tibetan)

  • Connection to communities in the Richmond Hill or Jackson Heights neighborhoods
  • Good verbal communication skills and ability to interact with a wide range of individuals
  • Comfort with live interpretation in a service delivery environment
  • Strong computer skills and experience with database software
  • Excellent organizational skills and comfort working independently in a rapidly changing work environment
  • Basic knowledge of government benefits programs and local social service delivery systems
  • Willingness and ability to work on evenings and weekends, as required.
